If I remove section breaks, page with the diagram (should be bigger size) converts to original page size.

Harshani,

The step numbering in the procedure area looks fine on my end. When it comes to numbering within the actual procedure section, there isn't a hard rule to follow as long as it flows well and is understandable. Thank you for using the different styles to order and level the procedure, as opposed to creating the bullets and numbers yourself.
Only other thing I can see at a glance is that page 2 has both a page break and a section break at the bottom. You really don't need both and I would recommend removing one of them to prevent confusion. If you can't see them, click the paragraph button under the paragraph part of the ribbon to show/hide invisible characters.

Hi Allen,

I want to make sure the numbering in the attached procedure is correct. It's currently not following the template.
We’d like the step numbers to match the diagram in the procedure so that the Plasma group can easily follow the guidelines.
