[Pansophy] L2RB WCD Register

Morning,

Sorry to be the bearer of bad news, but the L2RB WCD Register is on the wrong template and routing needs to be cancelled so it can be fixed.  I thought we'd corrected this and didn't catch it when I was reviewing it.  The red text in the NCR and D3 columns is wrong. The current template, R3 is attached and is stored here: https://jlabdoc.jlab.org/docushare/dsweb/View/Collection-57458  this version has been out almost a year.
