[Pansophy] C100 Cold Tuner Installation Procedure

John,
I've renamed the document to C100R-CMA-TUNC-INST-R1 to comply with the naming convention and acronym list<https://pansophy.jlab.org/pansophy/Travelers/UserTools/dAcronyms.cfm> in pansophy. I also took the liberty to put the instructions in the level 2 number style for better flow, as well as some rewording. I've attached the procedure here, if everything looks good then please upload to ready for approvals.
One more thing, this procedure isn't in the WCD in either the original name or the new one. A revision should be considered.
