[Pansophy] J-28 NCRs

Morning,

I pulled the J-28 NCRs and highlighted some I had questions on.  Please review (I tried to put names of dispositioners to make it easier to find yours) and put in a service request to reopen the NCR if you need to make changes. Please try to get any corrections made by the end of the week.

Shout out to John V for a good comment on a use-as-is final disposition - it has why it is acceptable as-is, documents the customer was involved, who and when.
