[Pansophy] CEBAF CM acceptance test procedure for CMTF

Mike,

I thought about this more, and wanted to offer up the following ID: SRF-MSPR-CMTF-CM-ACTS-R1. SRF-MSPR is for the master procedure, which I assume this is unless it's for a specific project, CMTF is for the work center the procedure says it takes place in, CM is the component part which I assume is the cryomodule (this one I'm least sure about, please correct me if it's a different part), and ACTS is the action of doing the acceptance testing. How does that sound to you?

This is missing the document ID, which will be needed before it can be routed. If you require help, I can offer that.
Also, you currently only have 2 approvers listed. This is acceptable, but it is preferred to have 3 or more. If there is no one else that is fine, but if there is, it would be recommended to include them.

Finally finished updating the acceptance testing procedure to incorporate the 420 stuff, use the new template, and build out the Appendices as much as possible for interlock checks and the like. Please take a look, and if you're happy with it we can transition it to Allen for the approval queue.
