[Polhe3] He3 lab is not RCA/RMA any more

Dear All

The back of He3 lab on the 1st floor has been RCA/RMA and requires 
dosimeter to enter.
As we have moved all active cells to ESB, He3 lab now is assigned as 
just CA by radcon, not RCA/RMA any more.
So GERT or GERT trained escort is required to enter, but not RAD-I 
trained or dosimeter.
We can quickly put back RCA/RMA if needed though.
