Hi Li,
The test setup looks fine to me, it has to be done on that way.
But, I am having problem with the signal shape. It looks like
either you have to intense light source or/and to long light signal.
The typical signal has to be ~100 mv (you have ~1 V level that is not
good for the tube) and ~20 nsec.
Try to retune the LED generator appropriately and see again.
I will take the key with me next time.
