[PRad] schedule

The scheduling committee made a decision. They will circulate the schedule shortly but here some heads up. HPS gets extension for four weekends. After that goes PRAD installation and accelerator goes down for configuration change. This is April 25. 
After accelerator gets back on-line (mid May). PRad gets a month of running, or maybe a bit more. Depending on how torus cool down goes it may be almost continuous running. There won't be short test run. The run plan needs to be revisited.
