[PRad] [New Logentry] Y offset tuning (HyCal down by 2 mm) in moving program

During the calibration, we found the up and down neighboring modules have asymmetric spectrum. Beam position is slightly off the module center in Y direction.
So we have tuned the offset (HyCal down by 2 mm) before the scanning of W137 module.
