[PRad] pcrad account

Hi Maxime,
Chao's github is fine for now. But it would be better to have it in jlab area of github rather than in private area. We can have precompiled libraries under pcrad account so people can link their personal analysis code against the same libraries. Otherwise there is a risk to diverge. We need to have on the wiki a guidance (manuals) to the software. What we need is analysis coordinator who will maintain this all in a consistent way.
