[PRad] [EXTERNAL] New papers regarding X17

Hello everyone,

On Friday we briefly discussed that there were a couple new papers on the
arXiv about X17. Those are linked below. The first is from Mainz discussing
a method for searching for the X17 with a photon beam.

The second is a paper discussing X17 production in He4. One author is R.
Schiavilla. It hopefully bodes well for us that there is interest within
the JLab community to study this anomaly.
