[PRad] JLab operation

Just to be clear, the statement is that JLab will be operating at full staffing.   As we get closer to the Nov. 26 date ( last working day before Thanksgiving break ) we will be starting to secure equipment, so please don't plan any significant work for the week of the 24th  if the gov. shutdown is still going on.    Also, once we furlough, those who are still allowed to work will require VPN access to log into JLab.
