Dear Colleagues

Some drafts of the ESH&Q documentation is at

Ed Folts (who works for Patrizia Rossi) and was asking
for this, so I went ahead and gave them the link.

Some notes:

1. My talk  SafetyDoc.pdf is there.  Please take a look 
   at the list of responsibilities on slide 3.

2. The ESAD and some of the other documents refer to the 
   Design Document, an excellent reference.  

3. The Design Document and the RSAD budget table are links
   on the main PREX web page.
   Updating the links is the way to update versions.

4. To group-edit files, set the permissions 
     chgrp a-parity * ; chmod 775 *
