[Primex] PrimEx email archive change

Recently, JLab CNI changed our email list software from majordomo to 
mailman. As a result, the archive of email messages sent to 
primex at jlab.org resides in two locations, one with messages before the 
change and the other with those sent after the change. I have updated 
the main PrimEx web page to show the links for both archive locations. See

The links are near the bottom in the left-hand frame.
