[Primex] ROC4

Hello,

ROC4 power supply was checked by Bill Gunning.
There is subtantial (10%) noise on all voltages modules
of this power supply. It turns out that the crate
doesn't have the ground on any of them, unlike two
other ROCs.

There are three options to pursue,

1. upgrade the power supply (modify
    the wiring),
2. swap the power supply,
3. change entire crate,

Bill promised to help with anything
we decide. He might be available Monday,
or Tuesday for sure.

My take on it is that we should replace
the power supply alone. Bill suggested Wienner,
but there are no spares of those.
I'm awaiting a reply from him if BiRa would do.
