[Primex] TDC window for PrimEx

Hi,
   At yesterday's meeting, the question of the TDC window came up.
During PrimEx I it was 16 microseconds, with a LIFO limit of 10 hits.
The clock frequency was 195.3160+-0.0045 kHz, with a variable
prescale factor.
