[Primexd] [New Logentry] Bas Replacements

In what is likely the final installment of Fall 2018 running, 7 bases were replaced today. 4 channels were dead and 3 were consistently 100V below their set point. After these replacements, the FCAL is now "green." For those not familiar with this, that means there are 0 alarms related to HV. Hopefully things stay stable over the final days of compcal running. 

I restored the FCAL HV set points to the latest file, FCAL_HV_9_Dec_2018.snap.
