[Primexd] Monitoring Launch 2021-08 ver02: PrimEx

Dear Colleagues,

We just completed the first monitoring launch over a part of the 2021-08 
PrimEx data set. We processed the first 5 files of each run in the run 
range 81330 - 81393, selected with the RCDB query "@is_primex_production 
and status!=0". A few additional runs in the range 81262-81267 were just 
added to the workflow and will appear shortly.

The data was processed with the current halld_recon master, tagged 
"offmon-2021_08-ver02". The usual monitoring plots can be found on the 
web pages:

The REST files, random trigger skims and several trees are saved on cache:
/cache/halld/offline_monitoring/RunPeriod-2021-08/ver02/REST/
