[Primexd] [New Logentry] CCDB tables for PrimEx

I added the following CCDB tables for the PrimEx Phase II run period  (runs 80000-89999) with some initial values based on the 
PrimEx I data and snake scan calibration


/PHOTON_BEAM/hodoscope/scaled_energy_range (default, MC)

/PHOTON_BEAM/microscope/scaled_energy_range (defaults, MC)

/PHOTON_BEAM/pair_spectrometer/fine/energy_range 

/PHOTON_BEAM/endpoint_energy  (set to 10.042  GeV for all runs, will be updated with the run-by-run energies)

CCAL/digi_scales  (modified according to the snake scan HV settings)

These tables will be updated when we improve calibration
