[Primexd] New non linear correction

All, I implemented a new non-linear correction.

use my halld_recon branch ijaegle-nonlinear and this options in your jana cfg
JANA_CALIB_CONTEXT variation=fcal_epem
FCAL:LOAD_NONLIN_CCDB 1
FCAL:USE_RING_E_CORRECTION_V2 1

The correction is implemented for 2019-01 & 2022-08, I will do the 2021-08 is the coming days

For angles below 1 degree, the elasticity looks like this (under a eta mass cut)
