[Pwg] e+ Letter-of-Intent to PAC46

 Dear Colleagues,

 As announced some weeks ago, we will submit to the next JLab PAC a Letter-of-Intent for a positron program
 at CEBAF 12 GeV. It includes a description of the necessary accelerator R&D and the specific measurements 
 that could be done at different hall. A draft of the text can be accessed at the link below
