Axel,

I can't provide an argument about physics.  You might look for 
complementarity in https://arxiv.org/abs/2209.05827 , pointing out areas 
where precision physics with positrons at JLab can help provide answers 
to BSM questions that would otherwise require HEP accelerators that are 
30+ years away.

The arxiv post has a chart I find useful on page 6 of the pdf.  At the 
JLab positron group yesterday the consensus was that Design Maturity was 
at level 1, no end-to-end design concept prepared and R&D Maturity was 
also level 1, concept proposed, proof-of-principle R&D underway.  While 
one can say Peppo was proof of principle, level 2 in this column 
requires ongoing R&D which does not yet exist.

In other words, don't oversell the status of the JLab positron 
accelerator effort.  The effort has begun but there's a long way to go. 
Of course if positrons aren't mentioned in the LRP the effort will 
probably fizzle. Scylla and Charybdis.
