I glanced over this article and saw a reference to NYC "Police Commissioner Teddy Roosevelt, himself a cyclist."

I wanted to confirm a story about the first police interceptors (late 1800s), who were athletes with bikes with a mission to catch speeding bikers, who disturbed the peaceful pedestrians.
