[Rgc] ERR postponed

Dear all,
after discussing with the target group and the spokespersons of RG C experiments, we decided that it didn’t make much sense to press forward to an ERR three short months from now, while RG A (and RG B and RG F) are taking most of our attention and the target is still under design and prototyping.
I talked with Patrizia about this, and she agreed. Therefore, we are now envisioning a full ERR in Winter 2018/19. The goal would be that the design for the first run of RG C will be frozen by then, and at least the main questions about operating parameters and conditions (and whether experimental goals can be reached) will have been answered.
I pointed out to Patrizia that we are aiming to run in the 2nd half of 2020. She agreed that she would be in contact with us in case anything comes up that could jeopardize that goal (other than the whole schedule slipping, which is unfortunately not unlikely). As I said before, I think that if we pass the ERR in Winter, we can go to JLab leadership (Volker, Patrizia, Rolf and Bob) to make the case that no schedule should be finalized for the 2nd half of 2020 before we had a chance to put in a beam time request.
