[Rgc] [EXTERNAL] Runs 16711 and 16712

Hello Harut,
   The first 400 files (~30M events) from runs 16711 and 16712 have been
cooked (with coatjava 8.2.4) and skimmed for analysis.
The recon files can be found under
/volatile/clas12/rg-c/production/ana_data/dst/recon/
The analysis skims can be found under
/volatile/clas12/rg-c/production/ana_data/dst/train/
