[Rgc] target polarization?

I don’t know if there is a good reason to doubt the calibration that James Maxwell did last night, but it is about 50% lower than the calibrations from August, when we last used 15 mm proton cells.  The August calibration constant would imply a polarization of about 52%, still pretty poor.
