[Rgc_analysis] CLK in RAW::scaler swaps channel number

RGC:

I have noticed that the channel number denoting the ungated clock changes
in the middle of file 34 for run 16330.  I think problem appeared before
and I am not sure if it is solved already. I have documented my
observations in my wiki logbook at

I observe this problem in the train file we have stored at

/cache/hallb/scratch/rg-c/dst/train/gmn/gmn_016330.hipo

and the problem persists when I used decoder to convert the evio file to a
hipo file a few weeks ago.

analysis to measure the FC asymmetry.
