[Rgc_analysis] hwp swap for run 17555

Dear Noémie,

Derek Holmberg and I are starting the QADB for these data today; please let us know if this run (or any other runs) gets re-cooked.

In any case, if the HWP is indeed wrong for a run, the QADB will flag it automatically since it checks the SIDIS pi+ beam-spin asymmetry sign.

The HWP status for run 17555 in CCDB is OUT, but it should be IN
according to the logbook:

This may be why the target polarisation result for ND3- is lower, I will
need to update the results that are on the wiki page (both for NH3 and
ND3) with the proper HWP swaps for the spring23 period.

When CCDB is updated and the previous NH3 runs that was flagged is
cooked again, it would be worth it to cook run 17555 as well probably.
