[Rich] Plans for FY13

Dear Colleagues,
I am happy to inform you that Hall-B got money for RICH construction for
FY13.
The total amount is $2M distributed more or less constantly over 4 years.
So we have to start the discussion how we will build the detector, who is
doing what ans when.
I mean
- RICH design in general
- PMT
- Aerogel
- Mirrors
- Electronics
- Gas system
- MC
- etc.
Let us start the discussion today and then I want to get the suggestions
from collaboration Institutions
for the nearest future plans.
