[Rich] [EXTERNAL] spreadsheets for calibration information

Hi all,
thanks to Orlando we have now a google spreadsheet to store the main 
information from the time calibrations for the various run periods.
The spreadsheet should be updated every time new calibration constants 
are uploaded on the CCDB. At the moment it is open for writing only to 
Orlando and myself, but this can be changed as we prefer.
We plan to do the same for all the regularly updated tables.
