[Rtdp] Aggregation code

Hi David,

You can find the code in the ersap-actor package. This package contains actors developed for two pipelines: VTP and SAMP. However, I've noticed that the VTP stream actors currently use a data format different from EVIO-6. To address this, I recommend using Carl's aggregator code. This approach will allow us to use CODA for aggregation and then pass the data to ERSAP through ET for further processing or handle everything within ERSAP (including decoding, aggregation, and processing). I'm available to assist Ayan in converting Carl's VTP EVIO-6 format decoding and aggregation algorithm into an ERSAP actor.
