[Sane-analysis] Updated Analyzer and replay CVS

I updated the following files in the Analyzer

ENGINE/g_analyze_scaler_bank.f
INCLUDE/gen_scalers.cmn

In the replay directory I modified:
TEST/main.test
TEMPLATE/greport.template


The changes in g_analyze_scaler_bank.f is to switch the scalers for 
helicity plus and minus which Hovannes found gave a better match to
the data. Also I added the variable g_run_time_beam_on

For the main.test I added tests to count each trigger type which is
used in the updated greport.template to calculate computer lifetimes.

I also added to greport.temple calculation of the charge asymmetry for 
both bcm1 and bcm2 using a cutoff on the beam current.
