[Sane-analysis] update to SANE analysis CVS and half wave plate status

Hello all,
        James Maxwell and I looked into the sign of the half-wave plate 
to be sure that we are consistent with the sign convention used during
the Moller. At the last meeting James mentioned that he had to flip
the sign of the physics asymmetry from the parallel setting to get
the correct sign. It ended up that James was using the opposite sign
convention for the half wave plate. James has written up about

James made a new table of the half wave status for each run at

which goes with his table of beam polarization for each run.

Using James's table is fine, except there are two runs when the half
wave plate was changed during the run.
So I have modified  g_examine_epics_event.f to have set the half
wave plate status according to the run number ( as given in
James' table) except when the run number is 72608 or 72612
and the half wave plate status is taken from the EPICS value.
The reason that we can't get the half wave plate status always
from the EPICS value is that there are some runs when the
EPICS value is unavailable.

The new  g_examine_epics_event.f as been put in
the CVS .

 From your Analysis directory
cd ENGINE
cvs update g_examine_epics_event.f
