[Sane-analysis] New public folders

I have moved my files from the wiki folder /group/sane/www/rondon to the
new public access public_html folder http://userweb.jlab.org/~rondon/.
Instructions on how to move files are given in the forwarded message below.
Note that the old addresses http://www.jlab.org/~username/ now just
redirect to a JLab announcement. There still are links on the wiki that
contain this obsolete URL type. Since those links point to privately
controlled files, they need to be edited by the file owners.
I encourage everyone to use the /userweb space for posting their public
files to keep our /group/sane disk as free as possible.
