[Sbs] Final acceptance of SBS collaboration charter

Dear members of the SBS collaboration,

   As discussed at the last meeting, the proposed charter has been amended 
to reflect suggestions by a number of people and now seems to be in nearly 
final form.  Also as agree at the last meeting, we may accept the charter 
at this Wednesday's meeting if there are no objections.  Please be sure to 
contact me or to call in/come to this week's meeting if you have any 
issues with the wording of the charter or feel that extra time is needed 
for consideration.

   The present version (attached) reflects a change suggested by Douglas at 
the last meeting.  The procedure described in the last paragraph has been 
modified to eliminate pre-approval by the committee.  I also made a 
modification in the name of the leadership committee.  It was previously 
called the "Collaboration Committee" to match notation used in the Program 
Management Plan.  It has since been decided that this committee will NOT 
play that role (in fact that distinction has been written into the 
charter).  To reduce confusion, I have replaced the rather generic name 
"Collaboration Committee" with the more conventional "Coordinating 
Committee" (of the SBS Collaboration).  Finally, I fixed an embarrassing 
typo which has been in since the beginning, changing 'lead' to 'led'. 
(The collaboration will not, in fact, be a dense gray metal.)  If anyone 
has an objection to any of these changes, please let me know or attend the 
Wednesday meeting to voice your objection.
