[Sbs] Slightly modified wording of charter

Dear SBS collaborators,
   In response to some suggestions by Douglas Higinbotham, the wording of 
the proposed charter has been slightly modified.  There is no change in 
the content but the wording is now clearer.  The new version is attached.
