[Sbs] Endorsement of experiments and amendment of charter

Dear SBS collaborators,

   The suggested amendments of the charter have been adopted (see 
attached).

   These amendments include a mechanism for extending collaboration 
endorsement to new experiments.  The coordinating committee members have 
unanimously voted to endorse both the TDIS and Delta-q proposals as SBS 
collaboration experiments.

PS Volunteers would be welcome for brief progress reports at next 
week's Wednesday meeting.
