[Sbs] Draft of suggestion for amended charter for SBS collaboration

Dear SBS collaborators,

   A few amendments to the charter have been discussed in the Coordination 
Committee and are now in what we believe is reasonable form.  We are 
circulating these to the collaboration to seek your input during or 
preferentially even before the collaboration meeting.

   Most of the changes are in the three paragraphs under the heading 
"Membership".  Most critically these changes address how an experiment is 
to be accepted for endorsement by the collaboration... an issue which is 
of current importance.  The changes also address how an experiment would 
be removed from SBS-collaboration status and they set out clear rules for 
individuals joining or leaving the collaboration.

   There are two changes in the section on "Governance".  The Coordinating 
Committee is expanded to include the SBS project manager and the minimum 
number of collaboration meetings per year is reduced from two to one.

   If you wish to express your opinions on any of these changes, please
convey your suggestions to your representatives on the Coordinating 
Committee.  We will have to move quickly to formalize a mechanism for 
endorsing experiments before the PAC meeting.
