[Sbs] Call for SBS GEn-II shift sign up

Good day all:

The shift sign up schedule for the polarized helium-3 SBS experiments of
GEn-II and Pion ALL is available.  You can sign up for shifts by using the
link on the Hall A website or clicking on the link below.

Currently, you won't be able to sign up for target operator (TO) shifts
until the TO safety training is available.  Once it is available, all
individuals are encourage to be TO train for maximum flexibility.
