[Sbs] Fall GEn-IIb shift sign up is open again

Good day SBS Collaborators:

We now have a beam restoration date so we can reopen shift sign ups for
the fall GEn-IIb run.  Make sure you re-read the information part at the
top of the shift sign-up page. You can contact me directly if you have
issues with the shift sign up or if you select the wrong shift and wish to
have it removed.

The shift schedule can be found via the link on the Hall A website or by
the link below.
