[Sbs_gems] [New Logentry] GEM APVs on UV layer 3 fixed

While investigating APV 7 on fiber 20 I realized that APV 10 also had some weird effects. Please see the attached picture (Before_Fix). So for both of these APVs I unplugged all the cables. I also unplugged the APVs from the readout board and loosened the screw on the APV a bit. I then plugged everything back in and they are all fine now. See the attached picture (After_Fix).
