[Sbs_gems] [Revised Logentry] Update on UV layer 0 dead sector

The attached slides describe when the sector shorted in UV layer 0. In summary, it shorted 40 minutes into a 6 uA run on LD2. This is the first time running production at 6 uA, but GEM studies had already be done running at 7+ uA for an hour on LD2. 

So the unsatisfying answer is that there is no clear reason why the sector died. The GEMs were running stably for over a day before this.

Luckily the layer is near the edge of the acceptance.
