[Sbs_gems] [EXTERNAL] J0 Top

Hi Folks,

Since J0 Top is the only reliably functioning module on J0 Top, I
instructed the shift crew to turn it off until a point when we can
determine the safety and function of the detector. At this point it has
been performing fine. But since the other 2 modules have demonstrated
extreme behaviors in the last 12 hours, I think we need to understand that
better. Instead of blindly moving forward with its function.

We can discuss all of this more at the RC meeting and I will have a summary
of all of these recent J0 events.
