[Sbs_gems] [New Logentry] Removed GEM fibers 16-19 from DAQ

APVs on fibers 17 and 19 had were causing the DAQ to crash. https://logbooks.jlab.org/entry/3957538. This is J0, which is turned off anyway. So I disabled fibers 16-19 in the hope that things will be more stable, and we are not using J0 anyway.
