[Sbs_gems] [EXTERNAL] UV layer 4 timeline update

Hi All,

Here is an update on the plan for swapping INFN J0 layer in the hall with
UV layer 4. This week we have completed the shielding and completed a HV
test on the layer. It successfully held 3740 V for 24 hours with no issues.
We have also assembled most of the frame and electronics for the layer as
well. Overall we are on track to install the layer on January 6th, which
will leave plenty of time to fix any issues before January 11th.

1/10/2022 Resolve any issues

I should also point out that there is one possible complication in the
schedule. We need to get the 4-slot BPs out of the hall in order to fully
set up the new UV layer. Racon should allow us to use the electronics from
the hall after 12 days with no beam, but we cannot be sure until it happens
on January 3rd. In the case where we are not allowed to take them out of
the hall, we will need to give up on testing the layer in the INFN test
lab, and will have to swap the layer into the hall earlier and do the
pedestal test while it is on BigBite. This is fine, it will just become
much more difficult if any electronics need to be replaced.
