[Sbs_gems] [New Logentry] Two bad APVs in the new UV layer fixed

We were able to fix the two bad APVs in the new UV layer.
*One APV had a broken connector which connects the APV to the backplane
*The issue with the other APV was not obvious. So we replaced the APV with a new one and is started to work.

 Now *all* thy APVs are good in the new layer and we believe what is left to do is take a cosmic run before we can commission this layer with beam.
