[Sbs_gems] [EXTERNAL] Draft plan for SBS GEM latency scan

Please review the draft plan I just made for the "SBS GEM Latency Scan",
that we are going to be requesting during the RC meeting.

I have put question marks in front of the target, SBS field, and the DAQ
prescales because I would like to confirm with you all whether you agree or
not. We may not get exactly these but these are our preferred settings as I
understood.
I have suggested starting with the projected latency and going up and down
12 latency units in steps of 6 (the 6 six time sample window). So in total
5 runs. We can change if needed. Please comment or edit the spreadsheet if
you have ideas.
