[Sbs_gems] [New Logentry] BB GEM 4th layer work

The techs prioritized us removing the 4th layer of BB (XY layer) with the experiment ending today. Once removed, we could not find any shorts on the foils, but we removed the top module and replaced it with a new one that has been thoroughly tested. Currently, the layer is on gas on a table in the Hall and ready for insertion into the BB stack.
