[Sbs_gems] [New Logentry] Recoil GEM Layer 9 Module 2 and 3 turned off due to voltage instabilty

One of the power channels, HAHV70:05:002, connected to Layer 9 module 2 and 3 cannot keep it steady at the set point. Initially it was set to 629V but the shift leader informed us that it keeps going down. Therefore we reduced the set point to 570V which was only stable for a few hour which can be seen in the attached plot. (Similar behavior was observed in Bigbite L0 a couple of days ago, but it is stable at 610V.) Since it went down to 500V we decided to turn it off. This is possibly related to power supply. 

This was initially observed for a limited time during the testing, even when power supply was detached from the GEM modules. It went away with time and when we tried to reproduce the issue with the intention of troubleshooting it with the help of CAEN, we were unable to do so.
