[Sbs_gems] New logbook for GEMs

Hi everyone,

We have a new logbook called HAGEM (see https://logbooks.jlab.org/book/hagem). This logbook is specifically for all GEM activity in the test lab, EEL, etc and should be used for all the testing for Moller, and other experiments before the Hall. Please use this logbook to make updates on the test lab gas, etc so we can safely test GEMs for experiments.
